As a civilian you can harvest and sell drugs, have legit businesses with factories, mine resources like metals and sell them as exports, and so on. To get weapons you have to buy them from a gun dealer. You can form gangs and camp out at the drug hot-spots to control the trade. You can also rob banks, gas stations, other players at gunpoint and take their money. Cops can pull you over for driving on the wrong side of the road, put you in jail for breaking the law, and so on.

Last night I was playing on OPFOR and someone on my team bought 6 AI soldiers and gave them bi-planes and ordered them to attack the city. I pulled an AN-2 myself and headed up there.

The COPS started getting choppers and AN-2s themselves and this huge $#@!in dogfight broke out. At one point there were at least 13 aircraft in the sky, it was awesome. This game is like the biggest waste of time but it's pretty cool now that I can afford car bombs and jets and $#@!
